Led by Scott Thomas — Former State Senator & District Attorney

Effective government relations require more than just understanding the law—they demand insight into how decisions are made, who makes them, and how to influence outcomes ethically and strategically. Scott E. Thomas leads this practice area with a rare combination of experience as both a seasoned legislator and a high-ranking legal official in North Carolina.

Scott served four terms in the North Carolina General Assembly where he was a State Representative and State Senator. He was Chairman of the Senate Justice and Public Safety Appropriations Committee. In that role, he oversaw the budgets and operations of major state agencies, including the Departments of Public Safety, Correction, Juvenile Justice, the Judicial Branch, and Indigent Defense Services. He was Vice-Charman of the Judiciary Committee.  His work placed him at the center of North Carolina’s legislative and appropriations process, where he developed strong relationships across state government, worked on complex policy issues, and helped craft legislation that shaped the state’s legal and regulatory landscape.

As a former District Attorney for nearly 20 years, Scott also understands how law, regulation, enforcement, and politics intersect. While District Attorney, he was also Chairman of the North Carolina Governor’s Crime Commission and President of the North Carolina Conference of District Attorneys.  Today, he uses that knowledge and his network of contacts to help individuals, businesses, public entities, and organizations navigate government systems, respond to regulatory challenges, build strategic partnerships, and protect their interests at the local, state, and federal levels.

Whether you’re facing a policy hurdle, need advocacy before a government body, or are seeking guidance on how best to approach a sensitive legal or political issue, Scott offers unmatched strategic counsel rooted in decades of public service and legal experience.
